Uttarakhand Power Corporation Floats 250 MWh Standalone BESS Tender

Uttarakhand Power Corporation Limited (UPCL) has issued a tender for standalone Battery Energy Storage System (BESS) projects totaling 100 MW/250 MWh across the state. The initiative aims to enhance grid stability, renewable energy integration, and peak load management.

The bid submission deadline is March 10, 2026, with bid opening scheduled for March 11, 2026. This tender represents one of the largest state-backed BESS initiatives in northern India to date.

The tender is divided into three clusters:

1) Cluster A (36 MW/90 MWh): Rudrapur, Kashipur, Haldwani, Pithoragarh

2) Cluster B (23 MW/57.5 MWh): Dehradun (Urban & Rural)

3)Cluster C (41 MW/102.5 MWh): Tehri, Haridwar, Roorkee

Each cluster includes specific financial requirements, including earnest money deposits, performance guarantees, and tender fees, reflecting the scale of investment and developer responsibility.

Scope of Work
● Developers are responsible for:
● Design, engineering, supply, installation, testing, and commissioning of grid-connected BESS projects
● Operation and maintenance over a 12-year contract period
● Integration with UPCL’s 33 kV substations and SCADA-based monitoring
● Deployment of Battery Management Systems (BMS) and Energy Management Systems (EMS), with EMS developed domestically

Projects must meet 95 % availability and ≥85 % AC-to-AC round-trip efficiency, ensuring reliable grid support.

Eligibility Criteria

● Prior experience in ≥63 MWh standalone BESS projects commissioned before March 31, 2025
● OR experience in hybrid solar + BESS projects of equivalent scale
● Demonstrated capability in substation design/construction (400 kV to 33 kV) with operational experience of at least two years
